Does Medicaid pay for home care for aging individuals? The short answer to this question is Yes. However, to better understand how, and when Medicaid’s home care benefits apply, it is necessary to provide some background information on what it is and how it works.
Funds for Medicaid come from both the federal government and the individual state governments and as such, the rules governing. Medicaid’s standards also come from two sources. The federal government sets certain standards but gives the states considerable flexibility with regards to the services they provide. This is especially true in the area of home care.
In 2013, Florida deployed a Statewide Medicaid Managed Care Long-Term Care Program (SMMC LTC) system to meet the needs of our elderly residents. Under this program, Medicaid eligible seniors who require long term care support can receive assistance in their home.

All Florida Medicaid recipients who meet the following criteria may receive home health services:
- Are under the care of an attending physician and have a physician’s order for home health services
- Have a medical condition or disability that substantially limits their ability to perform ADLs or IADLs and do not have a parent or legal guardian able to provide this care
- Require services that can be safely, effectively, and efficiently provided in the home or other authorized setting
